Then the first wet spring finds the drywall, or the city finds the unpermitted apartment. Ripping out mouldy finishes to do the waterproofing that should have come first costs more than doing it once. If one quote is far below the rest, ask what it assumes about moisture, wiring and permits — the answer is usually “nothing.”
